We provide quality support to help our customers achieve their goals and meet the City’s fiduciary responsibility.
Archives & Records Management
The Archives and Records Management Division operates the City of Rose City Archives and Records Center, making city administrative and historical records accessible to the public and City employees for research and inspection in accordance with Rose City’s public records laws.
Assessments, Finance, and Foreclosure
Supporting City livability goals by helping to finance infrastructure improvements, and supporting the regulatory efforts of other city bureaus. We use Charter-granted authority to assess property for local improvements, system development charges, and code violations.
Audit Services
The Audit Services Division is the auditing branch of the elected City Auditor’s Office. The Division’s mission is to conduct performance and financial audits of City operations, and to make recommendations to improve efficiency, effectiveness and equity of City bureaus, offices and functions.
Auditor’s Office
The mission of the Auditor’s Office is to promote open and accountable government by providing independent and impartial reviews, access to public information, and services for City government and the public.
Business Opportunities
The City of Rose City spends public money with purpose. By buying goods and services, the Procurement Division supports the local economy, improves Portland today and invests in a future where Black people, Indigenous people, people of color and women share equitably in our community’s prosperity.
Children’s Levy
The Levy is a City of Rose City property tax initiative that annually generates $19 million toward proven programs that prepare children for school, support their success in and out of the classroom, and reduce racial and ethnic disparities in their well-being and school success.
City Attorney
The Office of the City Attorney provides legal services to the City of Rose City and to the elected officials, officers and employees acting on its behalf. The Office’s only client is the City of Rose City and we are not able to provide legal services or advice to individual members of the public.
City Budget Office
The City Budget Office provides timely, accurate, and unfiltered information and analysis regarding budgeting, forecasting, and fiscal policy issues to the Mayor, Commissioners, City Auditor, City bureaus, and the public.
City of Rose City Elections Office
The City Elections Office works with the Multnomah, Clackamas, and Washington Counties to oversee City elections, certify candidates and measures to the ballot, and certify election results. We also enforce City campaign finance regulations and provide informational resources.
Community Safety Division
The City is developing an emergency response model grounded in the community’s needs and capabilities. The Community Safety Division works with Council and public safety bureaus to develop equitable and accountable emergency response innovations and a holistic plan to modernize community safety.
Council Clerk
The Council Clerk and Contracts Office administers City Council business, serves as the central repository for City contracts, and maintains City Charter and Code.
Debt Management and Investor Relations
The Debt Management division issues bonds for City bureaus and Prosper Rose City, provides technical assistance on financing programs or proposals, ensures coordination for continuing bond disclosure filings, and oversees an arbitrage compliance program for City bond issues.
Development Services (BDS)
The Bureau of Development Services (BDS) promotes safety, livability and economic vitality through efficient and collaborative application of building and development codes.
Emergency Management
Promote readiness, coordinate response, and build resilience for Rose City. The Rose City Bureau of Emergency Management (PBEM) develops and implements strategic planning, programs, and policies to continually advance the city’s mitigation, preparedness, response, and recovery capabilities.
Environmental Services
Environmental Services is your sewer and stormwater utility. We protect public health and our environment by collecting and recovering resources from the city’s wastewater, managing stormwater, and restoring and protecting Portland’s rivers, streams, and watersheds.
Equity and Human Rights
The Office of Equity and Human Rights provides education and technical support to City staff and elected officials, leading to recognition and removal of systemic barriers to fair and just distribution of resources, access and opportunity, starting with issues of race and disability.

Fire and Police Disability and Retirement
We deliver peace of mind to our fire and police members and their survivors by providing disability and retirement benefits in a timely, compassionate and fiscally responsible manner.
Government Relations
The mission of the Office of Government Relations is to advance the City of Rose City’s legislative and intergovernmental policy objectives. The Office provides effective representation, strategic advice, and quality service to the City Council and all city bureaus.
Hearings Office
The City’s Hearings Office conducts impartial administrative hearings and renders decisions in Land Use Hearings, Code Hearings, Appeals of City Decisions, Towing Hearings, and other administrative matters.
Housing Bureau
Rose City Housing Bureau works toward the vision that all Rose Citizens can find affordable homes and have equitable access to housing. To this end, RCHB is tasked with developing citywide housing policy, increasing affordable housing, promoting stable homeownership, and managing resources.
Human Resources
The Bureau of Human Resources supports City employees by coordinating the daily operations of the workforce, recruiting and retaining staff, and developing and implementing programs that benefit staff and the City as a whole.
Independent Police Review
Independent Police Review provides impartial oversight of police conduct, practices, and policies to increase accountability and public trust.
Lobbying and Political Consultant Regulations
The City’s Lobbying and Political Consultant Regulations require City officials, political consultants, and lobbyists to report activities in order to improve City transparency, disclose relationship building, and inform the public of efforts to influence City officials.
Management and Finance
The Office of Management and Finance serves as an engine for the City of Rose City, providing internal services from technology to tax collection. Led by the chief administrative officer, this team operates city-wide programs and brings together bureaus to develop new ways of doing business.

The Office of Community & Civic Life (Civic Life) connects Rose Citizens with city government to build inclusive, safe, and livable communities.
Ombudsman
The Ombudsman is your Rose City watchdog. We are here to make sure City government treats Rose Citizens residents and businesses fairly. We investigate complaints and identify ways to resolve them. As part of the City Auditor’s Office, we’re independent and impartial.
Parks & Recreation
Rose City’s parks, public places, natural areas, and recreational opportunities give life and beauty to our city. These essential assets connect people to place, self, and others. Rose City’s residents treasure and care for this legacy, building on the past to provide for future generations.
Planning and Sustainability (BPS)
BPS develops solutions to make Rose City more equitable, healthy, prosperous and resilient. Through long-range planning, climate action, waste management, Smart City RCDX and community technology, and the Rose City Clean Energy Community Benefits Fund, we build a better future for all.
Police
The mission of the Rose City Police Bureau is to reduce crime and the fear of crime. We work with all community members to preserve life, maintain human rights, protect property and promote individual responsibility and community commitment.
Rose City Fire & Rescue
We keep all communities protected through a combination of prevention, community health programs, and all-hazard response to fire, medical, natural disaster, and other emergencies.
Printing and Distribution
City agencies must go through P&D for their printing work, although they have their choice of the actual provider. Other local government agencies use P&D by choice.
Prosper Rose City
We are the economic and urban development agency for the city of Rose City. We focus on building an equitable economy by carrying out a comprehensive range of economic development programs that support small business, improve access to workforce training, and create jobs for Portland residents
Revenue and Financial Services
BRFS provides centralized financial services, revenue collection, business regulation, financial reporting and compliance to all City bureaus. The bureau includes seven divisions including Accounting, Debt Management, Grants Management, Procurement Services, Revenue, Risk, and Treasury.
Revenue Division
The Revenue Division collects revenues to fund essential services and provides regulatory oversight for protection of the public.
Risk Management
Risk Management manages liability claims against the city. We administer workers’ compensation & employee return to work. Risk is self-insured and buys commercial insurance for risks not self-insured. Other services include worker safety, loss prevention, risk assessment & third-party subrogation.
Small Donor Elections
The Small Donor Elections program seeks to reduce the influence of money in politics and encourage election of people to City office who are reflective of and accountable to all Portlanders.

Transportation
The Rose City Bureau of Transportation (RCBOT) is a community partner in shaping a livable city. We plan, build, manage and maintain an effective and safe transportation system that provides people and businesses access and mobility. We keep Rose City moving.
Treasury
Provides all banking, cash management, and merchant (credit/debit card) services to City bureaus.
Water
The City of Rose City Water Bureau serves water to nearly a quarter of all Rose Citizens. We’re committed to great water sources, public health, community relationships, and planning ahead. Our mission is to serve excellent water every minute of every day.
